Declaration

To whom it may concern:

Aslan Motion Technologies LLC ("Aslan") declares that, to the best of its knowledge after the review described in this document, its electronic products (the "Covered Products") meet the requirements below. Covered Products are electronic products designed by Aslan and sold under the Aslan name, unless a product's own documentation states otherwise.

  • Section 889, FY2019 NDAA (Pub. L. 115-232). Covered Products contain no covered telecommunications or video surveillance equipment or services as defined in Section 889(f), and no components produced or provided by Huawei Technologies Company, ZTE Corporation, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, Dahua Technology Company, or any subsidiary or affiliate of these entities. Aslan's entity level representations under FAR 52.204-24, 52.204-25 and 52.204-26 are maintained in its SAM.gov registration.
  • Section 848, FY2020 NDAA (Pub. L. 116-92), as amended by Section 817, FY2023 NDAA (Pub. L. 117-263). Covered Products are not, and do not contain, a flight controller, radio, data transmission device, camera, gimbal, ground control system or operating software manufactured in a covered foreign country or by an entity domiciled in a covered foreign country, as those terms are defined in that section.
  • American Security Drone Act of 2023 (FY2024 NDAA, Pub. L. 118-31, Title XVIII, Subtitle B). Covered Products are not manufactured or assembled by a covered foreign entity, and none of their critical electronic components are produced by a covered foreign entity, as defined in the Act.
  • Executive Order 13981 (86 FR 7055). No critical electronic component of a Covered Product is manufactured, in whole or in part, in an adversary country or by an entity domiciled in an adversary country, as those terms are used in the Order.

Covered Products are designed by Aslan and assembled by Aslan in Radford, Virginia, USA. They are suitable for integration into unmanned systems intended to comply with the authorities above.

Basis of declaration

For each Covered Product, Aslan reviews the bill of materials and traces every active and critical electronic component to its manufacturer and its country of manufacture, not only the manufacturer's headquarters. Passive components such as resistors, capacitors and inductors are outside the critical component review, consistent with EO 13981.

Supporting records, including component sourcing and supplier country of origin statements, are retained by Aslan and are available to customers on request for a specific product and hardware revision.

Scope and limitations

  • This declaration applies to Covered Products as shipped by Aslan. It does not cover units modified by others.
  • Aslan reviews a product against this declaration before release and again whenever a component change could affect any statement above. Aslan will revise this document if its statements change.
  • Covered Products are commercial off the shelf, dual use components. To Aslan's knowledge they are not subject to ITAR. Export classifications are provided per product on request.
  • This is a manufacturer's declaration. It is not a listing on the DIU Blue UAS Framework.
  • Compliance of a finished system that integrates a Covered Product remains the responsibility of the system integrator.
  • This declaration is valid as of its effective date and does not create rights beyond the terms of sale.
